begin by multiplying through by 5. you will get:

4x - 95 = 65

now try to get x on one side of the equal sign by itself. can you continue?

Well, one way to do it is to simply solve the equation for x:
$\displaystyle \frac{4}{5}x - 19 = 13$

$\displaystyle \frac{4}{5}x = 32$

$\displaystyle x = \frac{5}{4} \cdot 32 = 40$

Now plug this value of x into $\displaystyle \frac{3}{8}x + 4$

(There's probably a fancier way to do this, but this method always works.)
