    Why not factor it first?

    21x^3 - 7 = 7(3x^3-1)

    Set it up. Don't forget to include zero placeholders for x^2 and x.

    Use long or synthetic divison: . \frac{21x^3 - 7}{3x-1}

    . . . \begin{array}{cccccc}<br />
&&&7x^2&+\frac{7}{3}x&+\frac{7}{9}\\&&--&--&--&--\\3x-1&|&21x^3&&&-7\\&&21x^3&\text{-}7x^2\\&&--&--\\&&&7x^2\\&&&7x^2&\text{-}\frac{7}{3}x\\&&&--&--\\&&&&\frac{7}{3}x&-7\\\end{array}
    . - . - . - . . . . . . . . . . . \begin{array}{ccc}\frac{7}{3}x&-\frac{7}{9}\\--&--\\&-\frac{56}{9}\end{array}
