Would I eliminate 3n first or simplify 3n+9 on the bottom?

You need to factorise the denominator (bottom) first.
Just to clarify, would the solution to the problem be
So far so good, but you haven't finished yet. You can now cancel the common factor 3 in the right hand expression, and then multiply the two fractions together.
