the outer dimensions of the pool and the deck will be $\displaystyle (10 + 2x)$ by $\displaystyle (20 + 2x)$
now, the area of the deck is the area of the outer figure minus the area of the pool (draw a diagram!), and we know that is equal to 216, thus the equation we need to solve is:
$\displaystyle (10 + 2x)(20 + 2x) - 10(20) = 216$
