Factor completely 9b^{2}x - 16y - 16x + 9b^{2} I have no clue how to approach this.

Are you sure you have copied the problem correctly? If it were $\displaystyle 9b^2x- 16y- 16x+ 9b^2y$ it would very straight forward.
