Get rid of the percentage and re-write the equation using fractions:
$\displaystyle 16 \frac23 \% \cdot d = \frac{50}3 \% \cdot d = \frac{50}3 \cdot \frac1{100} \cdot d = \frac{50}{300} \cdot d = \frac16 d$
So your equation becomes:
$\displaystyle \frac16 d = 4$
Solve for d.
