So are you trying to find what d is if sixteen and two thirds percent of d is 4?

Get rid of the percentage and re-write the equation using fractions:

$16 \frac23 \% \cdot d = \frac{50}3 \% \cdot d = \frac{50}3 \cdot \frac1{100} \cdot d = \frac{50}{300} \cdot d = \frac16 d$

$\frac16 d = 4$
