Detailed explanation how this simplifies please
4 + 3/2+1/x+3
I dont know how to put it in the right format but essentially its 4 + a complex fraction 3 over 2 + 1 over x+3.
If anyone could give me a step by step and explanation I would greatly appreciate it

is this what you mean ...

$4 + \frac{\frac{3}{2} + 1}{x+3}$

or

$4 + \frac{3}{2} + \frac{1}{x+3}$

or something else?

You can always use parentheses to disambiguate an arithmetic expression.
