Okay, I'm not sure where I should be posting this, so I'm really sorry if I got it wrong! :/
Describe the transformations required to change y = x^{2} into y = 7 + 4(3x2)^{2. }So, would that be;
Horizontal translation by 2
Vertical translation by 7
Vertical dilation by 4?
But then what about the 3x?
Argh! It's frustrating me. >_<

Consider
$\displaystyle y = 7+4(3x+2)^2$
$\displaystyle y = 7+4\left(3\left(x+\frac{2}{3}\right)\right)^2$
$\displaystyle y = 7+4\left(3^2\left(x+\frac{2}{3}\right)^2\right)$
$\displaystyle y = 7+4\times 3^2\left(x+\frac{2}{3}\right)^2$
