    What are the coordinates of the vertex?

    $\displaystyle y = 4x^2 - 2x$

    Complete the square:
    $\displaystyle y = 4 \left ( x^2 - \frac{1}{2}x \right ) $

    $\displaystyle y = 4 \left ( x^2 - \frac{1}{2}x + \frac{1}{16} \right ) - 4 \cdot \frac{1}{16} $

    $\displaystyle y = 4 \left ( x - \frac{1}{4} \right )^2 - \frac{1}{4} $
