Complete the square:
$y = 4 \left ( x^2 - \frac{1}{2}x \right )$

$y = 4 \left ( x^2 - \frac{1}{2}x + \frac{1}{16} \right ) - 4 \cdot \frac{1}{16}$

$y = 4 \left ( x - \frac{1}{4} \right )^2 - \frac{1}{4}$
