I have a question which asks to identify the missing number as follows:

possible answers are: 3 or 16 or 25 or 48 or 17.
I didn't draw it but the sets of four numbers above are in square girds - hope that makes sense. The others of this type I could work out fairly easily, it is just this problem. What is the ? and why?

Hm, that's a tough one. The only thing I see here is that, maybe it rolls over back to 1 after 20. In the original, you have, on one row, 7 and 8. Second row, 5 and 6. It increases by 1. But in the second grid, we see 20 and 1, perhaps meaning to roll over to 1 after 20. So I would guess the answer to be 3 (i.e. 2 and 3 in the bottom row of the second grid).
It does have the virtue of being one of the possible answers, anyways, and it does have a consistent logic.
