I think you mean the rear tyres are heavier than the front, yes?

$\displaystyle \frac{front}{rear}=0.847$

$\displaystyle front=0.847rear$

$\displaystyle rear+front=rear+0.847rear=17700\ N$

$\displaystyle 1.847rear=17700\ N$

From there you can get the weights of the rear set, followed by the front set.

If the ratio is meant to be the other way around, just swop rear for front...
