    Is factorization simplification?

For a problem where you have to simplify 3x^3-2x+9-7x, would the correct answer be 3x^3-9x+9 or 3(x^3-3x+3)?

How about a problem asking for simplifacaton on 4x-2, would the answer be 2(x-1) or that it is already fully simplified?

    No.
simplifying does not mean factoring.(factorization is also not always necessarily needed for simplifying).
as for the problem, 4x-2 is already in its most simplified form.
