I get 2003.2258064516

Now, the third decimal place is a 5, and there are numbers past this. So by the way I was taught, we round up the second decimal place:
$\frac{621}{0.31} = 2003.23$

(If it had turned out to be exactly 2003.225 I would round down to 2003.22.)
