    66\frac{2}{3}\% = \frac{2}{3}.

So which of the above has \frac{2}{3} of 12 shaded?

That answer is #3 if I understand your question correctly. 8/12 is 66.67%, which is equivelant to 66 and 2/3 percent.

Okay, well you know you have 66 and 2/3%. So this is 66+2/3%.
Now to get a percentage to a decimal form you just divide it by 100(%). So [66+(2/3)]/100=.6666666667
An easy way to solve this problem is to simply plug the solutions into a calculator and see which one equals .66666666667 (which 8/12 does)

To understand this problem in entirety, you have to realize that 2/3=.6666666667
Once you understand this property you can multiply (2/3) by 100(%) to find what number is 2/3 of 100%
You'll find that it is 66+.666666667(<--------2/3)

Hope this helps! If you need any more assistance to the question just ask, I'll check again in the morning!
