.One has tires with 16IN radii on their car and drove it at a constant speed of 24 mph, how far would you have actually gone in 20 min?

I know i have convert b/t hr and min...really just not sure how to start or set up this one.

Am I not understanding the question properly? What has the size of the tyres to do with anything?

In $20$ minutes at $24$ mph you travel $\tfrac13$ of $24 = 8$ miles.

In this problem the 16 inch tires are irrelevant. What matters is that you are going 24 mph for 20 minutes.
24 miles per 60 minutes divided 60=.4 miles per minute
.4 miles per minute times 20 minutes = 8 miles driven
