How do you solve the followwing:

16 to the power of 3over2

This is all you need.

would that mean then that the answer is 8 to the power of 3, thus being 64

I'm guessing that's a typo, and you meant to say ''that the answer is 4 to the power 3, thus being 64"

That's correct!

You could have also have done:

\$\displaystyle 16^{3/2} = (16^3)^{1/2} = 4096^{1/2} = 64\$

But the other way was easier because it gave nicer numbers to work with.
