The length of the shorter piece is x, then the longer piece is x+10. Together they are 98'' long:

x + (x+10) = 98

2x + 10 = 98

2x = 88

x = 44''

One piece is 44'' long, the other 54'', together 98''

Usage of oil in September: x
Usage of oil in October: x+12
Usage of oil in November: 2x

together 132 gallons:

x + (x+12) + 2x = 132

4x + 12 = 132

4x = 120

x = 30

Therefore:
Usage of oil in September: 30 gal.
Usage of oil in October: 42 gal.
Usage of oil in November: 60 gal.
