It would seem to me that you are trying to find the ratio of the overlapping parts to the total parts.
1. 200 to 249 contains 50 parts while 200 to 270 contains 70 parts. The overlap is 50. The ratio is 5/7.

2. 250 to 299 contains 50 parts, but 200 to 270 only overlaps by 20. So, the ratio would be 2/7
