[SOLVED] How do I test the statistical significance between Ind_var and Dep_var?

I'm doing a paper on the affect that rural population % in a country has on % of dominant political party's legislative seats. That's not so important.

I'm using Stata (that's not important either, I'm just looking for general help), and I don't know how I can compare the population means of the two variables. To repeat, I'm not dealing with sample data, I'm dealing with a finite number of countries.

The companion book to Stata that I'm using uses such examples as how to men and women see John Kerry, and then asking the reader to determine if the male and female mean opinions differ statistically from each other.

But rural population and political party seats in parliament don't strike me as quite the same thing.

Any suggestions on what methods I can/should use for finding the statistical difference between the means of these variables would be most appreciated.
