A youtube server transmits video at an average rate of 1.5 Mbps and at a peak rate of 4.5 Mbps. What is the probability that at a particular instance it is transmitting?

As a follow-up to my question above, I have obtained the following pointer in the direction of the answer:

Pr(server is transmitting) = Average rate of transmission / Peak rate of transmission

=> 1.5 / 4.5

= .33 or 33 per cent

If someone could attempt to reason the above, I'd greatly appreciate it.
