a. what statistical test should be used on the data? Briefly explain why they should use this test.

b. What would be the critical value at the 0.02 level.

c. what decision would you make if the test value = 4.29??

This is a difference between two proportions problem

Our Null Hypothesis would be $\displaystyle H_0:\, p_x-p_y=0$ and the Alternative Hypothesis would be $\displaystyle H_1:\, p_x-p_y\neq0$

b. What would be the critical value at the 0.02 level.
Since this is a two tailed test, the critical value is $\displaystyle z\geq z_{0.01}=2.326$

c. what decision would you make if the test value = 4.29??
Since $\displaystyle 4.29 > 2.326$, our test statistic is in the critical region. Thus, we reject $\displaystyle H_0$.
