    absolute uncertainty for 0.0430 and 5.35 x 10^3

when not specified, the absolute uncertainty of a measurement is given by the last significant digit ...

the absolute uncertainty of 0.0430 is +/- 0.0001
    the absolute uncertainty of 5.35 x 10^3 is +/- 0.01 x 10^3

    relative uncertainty for 4.165 and 11,400 +/- 10

relative uncertainty is a percentage found by calculating
    (absolute uncertainty)/(measured value) x 100

    absolute uncertainty of 4.165 is +/- 0.001, so the relative uncertainty would be (.001)/(4.165) x 100 = 0.024%

for your last number, note that the absolute uncertainty is given to you (+/- 10) ...
    relative uncertainty = (10)/(11400) x 100 = 0.088%
