using CI- what does overlap mean??

The original question was: Is the anaesthetic effective in reducing stress for disbudded animals?

From the given data, I obtained confidence intervals as shown below in **bold**

**My question here is....using confidence intervals, how can I comment on the effectiveness of the local anaesthetic in reducing stress for cows that undergo disbudding.**

I found both intervals overlap...then what does this mean? can anyone explain please
