On the issue of how to interpret the question (rather than how to answer it):

In the UK, the instruction word "write down" normally means the answer should be immediately obvious if you have an understanding of the course material and read the question. If you think the question is ambiguous you may be over thinking it.

If you're seriously worried you can always ask your instructor.

Yes, I'm not asking for the answer, just help in interpreting it, im confused on the first part as you mentioned,

does this mean state the formula/model - then instating this write down the parameters?
