I thought this was quantitative and discrete because you can count which state a person is born, which is just one. A person cant be born in more then one state. However, this is not the correct answer and im kind of stumped.

The data for the state the person was born in is some kind of identifier or the particular state like its name. So it is not quantitative. I would have called it categorical myself.

Exactly. A state is a place, not a number and so is qualitative, not quantitative.
