I am sure there are thousands of good physics textbooks and I am completely unprepared to give a review of the better ones because this is not my field. Still, in high school, I enjoyed a Russian translation of the "Phenomenal Physics" by C. E. Swartz. I remember it being very accessible, engaging and comprehensive. It may be a little too easy for some students, but it's hard for me to judge after all this time. It may also be out of print, but the upside is that you can get a used copy for around $10.
