I am trying to understand what we mean by benchmarks specifically in computer networks

1) The first question is that do we consider NS-2 or any network simulator a benchmark? From my understanding the answer is yes. What do you think?
2) I am evaluating a new routing protocol using my own written software to see how this protocol is close in its path to the shortest path (a ratio) and I compare this ratio to other existing protocols' ratios. From my understanding, this is not a benchmark, but I have no reason why I say, please let me the right answer.
