What does this mean and how do you do this?

The energy required to generate Light Hawk Wings is highly impressive. Its output power is measured in 2n energy units (N=number of wings being created),

Incidentally, to increase the number of Ko-oh-yoku by one, twice as much energy is needed. (ie, Tsunami uses 2^10/2^3 = 2^7 = 128 times as much as energy.)"

the question asks how much energy does three LHW exert?

I'm afraid that this question is incomprehensible (that is at may points one thing does not follow from what when before, and it also fails the test of being in English).
