$e=\frac{1}{2}mv^2$
If they are linearly proportional you are impliying,
$\frac{\frac{1}{2}mv^2}{v}=\frac{1}{2}mv=\mbox{ konstant}$
Therefore, it is right to say,
"kinetic energy is directly proportional to the square of speed"
