To find the charging time of a resistor and a capacitor, the values of the components are multiplied. What would the charging time of a 1,000 ohm resitor and a 0.01 fared capacitor be?

$\tau = (1000~\Omega)(0.01~F) = 10~s$

It's not necessarily 10s.

It depends what he means by charging time.
You found the time constant but the CHARGING time is usually around at least 5 times this so 50s.
