The answers are equivelent in the bottom one mulltiply row 2 by 1/2 to get
$\displaystyle r_2=(0, 7, -1, -13,)$
$\displaystyle r_1=(2,3,5,-3))$
$\displaystyle r_1+(-r_2)=(2,-4,6,10)$
This is twice the row of your matrix so it can be multiplied by 1/2.
Remember the form is not unique unless each non zero row has a leading one.
