    PDEs and Matricies

I hope I'm in the right forum since I'm dealing with matricies. Also dealing with partial differential equations...

Anyway, I'm working on a matrix where I need to: discretize the domains, approximate the partial differential equations, build the matrices and solve the matrices. What I need to do is attached below. I already have the solvers described (solvers just mean that the solver will solve a matrix). I'm confused as to how to solve the problem though. For example in the first one, it says along the left for all y where x=0. Do I just put 4 in the left-most hand column all the way down for my matrix?
