sum(q_{i}'^{T}*R*q_{i}) = sum(Trace(q_{i}'^{T}*R*q_{i})) = sum(Trace(Rq_{i}q_{i}'^{T})) = Trace(sum(Rq_{i}q_{i}'^{T}))
