Help with homework: vector spaces, subspaces, subsets

From what I've been told, it's pretty easy. I just don't have a clue what I'm doing. This is just homework - I don't want anyone to do it for me, but I need some direction with it. For example, how does (x1, y1) + (x2, y2) = (x1 + x2 + 1, y1 + y2 +1)? I can't figure out where the ones come from.

It's just how vector addition is defined for this particular set.

Okay. Am I wrong in thinking that, based on the information provided, V is a complex vector space? I see nothing that explicitly shows otherwise.
