The answer key says it's 7, but I don't know why, if anyone could explain.

We can se a 3 x 7 matrix as a mapping from a 7-dimensional vector space to a 3-dimension v.s., and since the zero matrix takes ALL the 7-dim. v.s. to zero its nullspace is all of this space...
